Wow, that is the question, isn't it. Hmm.... This might explain it. I haven't read it all, but I think it may tell you what you need to know... It's all about Trump's vanity project, a wall across the border between the USA and Mexico. (No, that's not a joke.)
Basically, it is down to Senator Mitch McConnell, who is the leader of the Senate. He refuses to put the bill to the floor for a vote that would reopen the government, but he doesn't want to force Trump to make a hard choice.

To be honest, since I live in Australia, none of this is of much concern to me, but I'm still wondering why President Trump is so insistent about having a wall on the US/Mexico border. I don't remember any other US Presidents ever wanting to do this.

Well, there have been projects that involved various degrees of fencing and other barriers, for very specific parts of the border. But no one has ever been favor of a Berlin-Wall-style barrier across the entirety of the border with Mexico. Not even Reagan, who actually stated on the record that he was for open borders!!
I have good news and bad news about this for me personally. The good news is that my landlord has a contract that states that I cannot be evicted in the eventuality that the government is late with payment of the rental subsidy, so long as I continue to pay my portion of the rent. (I am disabled & living in subsidized housing). I will continue to do so as long as the government pays my disability check, but I don't know how long that will be. The bad news is that SNAP (food stamps) is definitely unfunded. They disbursed February payments early, but then if the shutdown keeps going there will be nothing for March.
I am very worried that this is going to continue. It is going to destroy our country, which is of course what Russia and the plutocrats and oligarchs (both American and Russian) want.
